SELECTION COMMITTEE <br />The city has established a Selection Committee to evaluate provider proposals. The <br />evaluation of each proposal will be based on technical criteria and qualifications, <br />reference checks, and other information which will be gathered independently. <br /> <br />XVI. CITY RESPONSIBILITY <br />The city will be responsible for the following: <br />• Providing all available building plans and records for the city hall as needed. <br /> <br />XVII. PROVIDER SELECTION CRITERIA <br />The city based on the requirements of this RFP has designated the following items as <br />selection criteria for the successful provider(s). <br /> <br />A. Proposal Completeness: The measure for which the provider has provided all the <br />requested information in a clear non ambiguous way to the city as request in this <br />RFP. <br />B. Cost/Best Value to the city: Cost information provided by the provider detailing <br />the cost to the owner and potential savings over a 25-year period. <br />C. Photovoltaic engineering, project and construction experience, including a <br />minimum of five successfully photovoltaic projects within the scope of this RFP. <br />D. Photovoltaic safety record. Specific example of a professional safety track records <br />including any OSHA major safety violations. <br />E. Project engineering analysis. Information provided by the provider detailing the <br />estimated KWh generated by the proposed photovoltaic systems in this RFP; <br />including all necessary assumptions for example sunlight availability, dark time, <br />maintenance down time, MTBF (mean time between failures), efficiency of the <br />systems proposed, efficiency losses, net metering, etc. <br />F. Photovoltaic performance monitoring. The ability to monitor the system online to <br />ensure performance. <br />G. Understanding of Minnesota Solar on Public Buildings Grant Application. <br /> <br />XVIII. RIGHT TO REJECT PROPOSALS <br />Bid proposals shall remain valid for 60 days after opening of the proposals. <br /> <br />The city reserves the right to reject any or all proposals submitted and no representation <br />made herein that any contract will be awarded pursuant to this RFP or otherwise. <br /> <br />The city reserves the right to reject the project in its entirety should the city not receive <br />the Minnesota Solar on Public Buildings Grant. <br />
