<br /> <br /> STAFF REPORT <br />1 <br /> <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Eric Seaburg, City Engineer <br /> Bill Dircks, Public Works Director <br /> <br />DATE: August 14, 2024 <br /> <br />RE: 209 Ryan Drive Corrective Driveway Work – Authorize Quote <br /> <br />BACKGROUND: <br />The two driveway approaches to 209 Ryan Drive were raised in 2021 as part of a joint project between <br />the City of Little Canada and the Ramsey-Washington Metro Watershed District. The driveways and <br />adjacent roadway were raised to accommodate a new and expanded drainage culvert. The design of the <br />project relied on an existing storm sewer system to drain the low land between the two driveway <br />approaches. Since construction was completed in 2021, it has become apparent that the existing storm <br />sewer system is undersized and does not keep up during large storm events. As a result, ponding water <br />overflows onto the parking lot until it can ultimately flow east to the creek. <br /> <br />After meeting with the property owner (Roger Stanke) and reviewing several possible remedies, the City <br />Engineer has determined that lowering the eastern driveway is the most cost-effective way to improve the <br />drainage problem. While stormwater will still need to utilize the undersized storm sewer pipe during <br />small rain events, the lowered overflow elevation will reduce the ponding area during heavy rain events. <br />A figure of the proposed driveway improvement is attached for reference. <br /> <br />Staff solicited quotes from three local contractors. FPI Paving was the low bidder. City staff has <br />contracted with FPI Paving in the past and they are reputable and do good work. <br /> <br />FPI Paving Contractors, Inc. $18,989 <br />Klein Underground, LLC $20,535 <br />Miller Excavating, Inc. $21,565 <br /> <br />SOURCE OF FUNDS: <br />Staff recommends that this work be funded through the Infrastructure Capital Improvement Fund 450. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends authorizing the quote from FPI Paving Contractors, Inc. for the 209 Ryan Drive <br />Corrective Driveway Work.
