STAFF REPORT <br />TO:Mayor Fischer and Members of City Council <br />FROM:Heidi Heller, City Clerk/HR Manager <br />DATE:August 28, 2024 <br />RE:Reapportion Assessment #S-532014021 <br />ACTION TO BE CONSIDERED <br />Reapportion the certified assessment on 99 South Owasso Boulevard W. to the new parcel <br />identification number (PID). <br />BACKGROUND <br />In June 2024, the City Council approved a lot line adjustment between the two adjoining properties <br />at 3006 Rice Street and 99 South Owasso Boulevard West. When any property line adjustments are <br />made to parcels, the survey documents are submitted to Ramsey County to makes the official <br />change to the property lines, and then the County assigns new PID numbers to all of the properties <br />involved. <br />In 2015, a street improvement project was done on South Owasso Boulevard and as assessment was <br />certified to the property taxes of 99 South Owasso Boulevard West. Since the County places <br />assessments on PID numbers rather than addresses, the assessment was certified to the old PID <br />number. The property still has a balance remaining on this street assessment so the balance must <br />get switched from the old PIDs to the new PIDs, or “reapportioned.” Ramsey County has processed <br />the lot line adjustment and assigned new PID numbers to these properties, and now requested that <br />the City reapportion the existing assessment to the new PID.
