Apadana and three other vendors also offered a larger project that would include the southeast
portion of the roof. This would result in more energy savings over time but would be more
expensive up front and would have more maintenance and equipment involved. There are also a
number of trees on the east/southeast side of the property that would inhibit the sun from getting
to the panels. Staff does not think it would be a good idea at this time to pursue a larger project.
There is information on the optional larger project in the Apadana proposal included in the
packet.

The total cost for the south portion of the roof project is $54,390. Assuming the city receives
grant funding and federal tax credit payment the actual cost to the city will be $5,439.
Additional costs may be incurred if the electrical service or any electrical panels at City Hall
need to be upgraded. Funds are available, and these costs can be programmed into the Capital
Infrastructure Plan for 2025.

As a reminder, if awarded the grant, staff would coordinate the installation of the solar
panels with the planned 2025 Capital Improvement Plan project to re-shingling the City
Hall roof.

BUDGET:
At this time, there is no budgetary impact; however, the anticipated city match for a solar
installation will be budgeted within the 2025 Capital Improvement Plan budget for consideration.
Based on the proposal and 60% award of project costs, staff has determined the budgetary impact
to the 2025 Capital Improvement Plan would be $5,439 with additional costs possible if
upgrades to the Xcel service or electrical panels need to be made.

RECOMMENDATION:
Staff recommends the City Council direct staff to authorize acceptance of the proposal for solar
on City Hall from Apadana Energy (See full RFP response Attachment A).

ATTACHMENTS:
• Attachment A: Request for Proposal Response from Apadana Energy
