<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Chris Heineman, City Administrator <br /> Ben Harrington, Community Development Director <br />Laura Linehan, Community Relations Manager <br /> <br />DATE: September 11, 2024 <br /> <br />RE: Acceptance of the Little Canada Rice Street Corridor Urban Land Institute <br />(ULI) Technical Assistance Panel Report <br /> <br />ACTIONS TO BE CONSIDERED: <br />Staff is requesting City Council acceptance of the Little Canada Rice Street Corridor Urban Land <br />Institute (ULI) Technical Assistance Panel Report. <br /> <br />BACKGROUND: <br />The Urban Land Institute is a global, member-driven organization comprising more than 48,000 <br />real estate and urban development professionals dedicated to advancing the Institute’s mission of <br />shaping the future of the built environment for transformative impact in communities worldwide. <br />ULI Minnesota was founded in 2001 to serve the Minneapolis-Saint Paul region and the state of <br />Minnesota. <br /> <br />ULI Technical Assistance Panels provide expert, multidisciplinary, unbiased advice to local <br />governments, public agencies, and nonprofit organizations facing complex land use and real <br />estate issues. ULI offers objective and responsible guidance on various land use and real estate <br />issues ranging from site-specific projects to public policy questions. <br /> <br />At the January 10 City Council Workshop, in alignment with the Maximizing our Assets to <br />Catalyze Development Strategic Direction Initiative, city staff presented an opportunity to <br />engage the Urban Land Institute (ULI) to complete a Technical Assistant Panel (TAP) for three <br />city-owned parcels and the Rice Street Corridor. The three city-owned parcels included: <br />• 0 First Bank Drive <br />• 2750 Rice Street <br />• 2828 Condit Drive <br /> <br />In engaging ULI Minnesota, staff had goals of addressing key questions regarding land use <br />optimization, placemaking and corridor enhancement, and future development. Following <br />discussion with the City Council, staff received direction to approve a scope of work and enter <br />into an agreement with ULI Minnesota for TAP services for a cost of $17,500.00. This project <br />was a budgeted item within the contract service line in the EDA budget. <br /> <br /> <br />
