<br />minnesota.uli.org 15 <br />GUIDING PRINCIPLES <br />As deliberations began, the panel set guiding principles to inform their work. <br /> Use city-owned sites as catalysts for surrounding properties. This is a key principle especially for <br />cities that haven’t done significant reinvestment and redevelopment on public-owned sites. Public- <br />owned sites have the advantage of allowing cities to pursue ideal scenarios; while the market must <br />work, the city can somewhat shape the market. This will start to influence further development. <br /> Prioritize improved pedestrian connectivity from each site to nearby amenities and residences for a <br />safe and walkable environment. The process of providing that connectivity may be publicly or privately <br />created. <br /> Establish an identity or long-term vision that is emblematic of the character of the <br />community, including branding, tagline, and visual cues. <br /> Capture activity on each site that supports the local economy, including but not limited to tax base, <br />diverse commercial services, and increased households. <br /> Panelists deliberate on recommendations.
