Particularly <br />you want me to comment on the street right-of-way in this area. <br />The existing right-of-way is 33 feet and the width of the tra- <br />velled road is proposed to be 32 feet. Enough right-of-way does <br />not exist to construct a street through this area. Another 33 feet <br />is needed to provide the required right-of-way. The minimum <br />desireable right-of-way is 60 feet. <br />If a 66 foot right-of-way is provided and a 32 foot street is <br />constructed, this means that the boulevard on each side of the <br />street is 17 feet. This 17 feet allows for snow storage, hydrant <br />placement, sign placement, placement of power poles, telephone <br />poles and street light poles, placement of gas lines, underground <br />power lines, and underground telephone lines, and possible future <br />sidewalk construction. For instance, New Brighton has.constructed <br />five miles of sidewalks in the last three years. <br />In my opinion, a new street should not be constructed unless <br />sufficient right-of-way is obtained and the street should be <br />centered in this right-of-way. I understand that an NSP tower <br />exists in the proposed right-of-way. This could be worked out with <br />NSP so that the road would bend around the tower. Drainage is a <br />problem but again, this could be worked out. <br />If the right-of-way is obtained in one section (for instance <br />from County Road D to a point 200 feet south of Allen Ave.) this <br />area of street could be improved providing a temporary cul-de-sac is <br />constructed at the south end.
