Particularly you want me to comment on the street right-of-way in this area. The existing right-of-way is 33 feet and the width of the tra- velled road is proposed to be 32 feet. Enough right-of-way does not exist to construct a street through this area. Another 33 feet is needed to provide the required right-of-way. The minimum desireable right-of-way is 60 feet. If a 66 foot right-of-way is provided and a 32 foot street is constructed, this means that the boulevard on each side of the street is 17 feet. This 17 feet allows for snow storage, hydrant placement, sign placement, placement of power poles, telephone poles and street light poles, placement of gas lines, underground power lines, and underground telephone lines, and possible future sidewalk construction. For instance, New Brighton has.constructed five miles of sidewalks in the last three years. In my opinion, a new street should not be constructed unless sufficient right-of-way is obtained and the street should be centered in this right-of-way. I understand that an NSP tower exists in the proposed right-of-way. This could be worked out with NSP so that the road would bend around the tower. Drainage is a problem but again, this could be worked out. If the right-of-way is obtained in one section (for instance from County Road D to a point 200 feet south of Allen Ave.) this area of street could be improved providing a temporary cul-de-sac is constructed at the south end.
