Westland wrote a letter to the City Council peti"ttoning for sewer and water in Westwinds Addition i n Little Canada. He asked to be assessed per lots per foot for a period of 25 years with the option to pay assessments as lots are sold. Also, he wanted a guarantee that i-f city water is not avail ab.l a at the time homes are completed, the City of Little Canada will provide temporary water as- needed, Assessments i.-n Little Canada for sewer and water are based on 80% of the actual project cost and these assessments over the time are spread period and at the interest rate specified by the Council. Assessment is on a front foot basis. Assessments can be paid in full when the lots are sold and the assessments will include interest to the date of payment. As to the that there will be water available when the houses areacompleted this is not possible. Water can be constructed in 1978 and if the City Council wishes, we can specify that the watermains in Westwinds Addition be constructed first. Since water will be availab.le in early 1978, it seems unwise and uneconomical• to rovid water w-i-th- individual wells, Hfow-ever, I understand that the p e City Ordinances do not prohibit private wells, so the developer may want to drill Individual wells for the few homes he may have ready, for sale next spring, On August 23, 1977, Mr. Westlund again wrote a letter to the City Council withdrawing his petition of July 26, 1977 stating that he wi'she'd to install his own sewer and wells according the approved tans. ng to p Since his letter was not clear as to whether he now wanted water, I called him and he stated he still wanted water if it could be constructed fn 1978 On that basis, I prepared a feasibility report and estimate of cost for watermain which was forwarded to you previously.
