All bids :rust be submitted on forms furnished by the City and shall be subject to all requirements of the Specifications, ir_cludina the Drawings and this instructions to bidders. Only originals shall be submitted. bid documents shall be sealed in an envelope and clearly labeled with the words "bid Documents", the subject of the bid, the project name, the date and time of openinc-, and the name and address of the bidder. 2. Interpretation and Addenda. All interpretations shall be in writing in the form of Addenda and all bidders shall be bound by such Addenda, whether or not received. i,o Addenda will be issued later than (5) days prior to the date of bid openins. Responsibility for obtaining Addenda lies with the bidder. 3. Statement of Bidder's Qualificationse before a bid is considered for award, the bidder may be requested by the City to submit a statement regarding his previous experience in performing comparable work, his business ar.d technical organiza- tion, and financial resources. 4. Ouenina of Bids . At the time and place fixed for the orening of bids, every bid received within the time fixed for receiving bids will be opened and publicly read aloud, irrespective of any irregularities therein. Bidders and other persons properly interested may be present, in person or by representative. 5. Award of Contract, Rejection of bids. The Contract will be awarded to the responsible bidder submitting the lowest bid complying with the conditions of the Invitation to Lid, provided his bid is reasonable and it is to the interest of the City to accept it. The bidder to whom the award is made will be notified at the earliest practicable date. The City, however, reserves the right to reject any and all bids and to waive any informality in bids received whenever such rejection or waiver is in the interest of the City, 0139
