Contract No. 78-3 <br />B/1 <br />INSTRUC,1 1ONS TO BIDDRS <br />1. Bid Forms. <br />All bids must be submitted on forms furnished by the City and shall <br />be subject to all requirements of the Specifications, including the <br />Drawings and this Instructions to Bidders. Only originals shall be <br />submitted. Bid documents shall be sealed in an envelope and clearly <br />labeled with the words "Bid Documents", the subject of the bid, the <br />project name, the date and time of opening, and the name and address <br />of the bidder. <br />2. Interpretation and Addenda. <br />All interpretations shall be in writing in the form of Addenda and <br />all bidders shall be bound by such Addenda, whether or not received. <br />110 Addenda will be issued later than (5) days prior to the date of <br />bid opening. Responsibility for obtaining Addenda lies with the <br />bidder. <br />3. Statement of Bidder's Qualifications. <br />Before a bid is considered for award, the bidder may be requested <br />by the City to submit a statement regarding his previous experience <br />in performing comparable work, his business and technical organiza- <br />tion, and financial resources. <br />4. Openin7 -of Bids. <br />At the time and place fixed for the opening of bids, every bid <br />received within the time fixed for receiving bids will be opened <br />and publicly read aloud, irrespective of any irregularities therein. <br />Bidders and other persons properly interested may be present, in <br />person or by representative. <br />5. Award of Contract, Rejection of Bids. <br />. � <br />The Contract will be awarded to the responsible bidder submitting <br />the lowest bid complying with the conditions of the Invitation to <br />Bid, provided his bid is reasonable and it is to the interest of <br />the City to accept it. The bidder to whom the award is made will <br />be notified at the earliest practicable date. The City, however, <br />reserves the right to reject any and all bids and to waive any <br />informality in bids received wherever such rejection or waiver is <br />in the interest of the City. <br />0140 . <br />
