Contract No. 78-3 B/1 INSTRUC,1 1ONS TO BIDDRS 1. Bid Forms. All bids must be submitted on forms furnished by the City and shall be subject to all requirements of the Specifications, including the Drawings and this Instructions to Bidders. Only originals shall be submitted. Bid documents shall be sealed in an envelope and clearly labeled with the words "Bid Documents", the subject of the bid, the project name, the date and time of opening, and the name and address of the bidder. 2. Interpretation and Addenda. All interpretations shall be in writing in the form of Addenda and all bidders shall be bound by such Addenda, whether or not received. 110 Addenda will be issued later than (5) days prior to the date of bid opening. Responsibility for obtaining Addenda lies with the bidder. 3. Statement of Bidder's Qualifications. Before a bid is considered for award, the bidder may be requested by the City to submit a statement regarding his previous experience in performing comparable work, his business and technical organiza- tion, and financial resources. 4. Openin7 -of Bids. At the time and place fixed for the opening of bids, every bid received within the time fixed for receiving bids will be opened and publicly read aloud, irrespective of any irregularities therein. Bidders and other persons properly interested may be present, in person or by representative. 5. Award of Contract, Rejection of Bids. . � The Contract will be awarded to the responsible bidder submitting the lowest bid complying with the conditions of the Invitation to Bid, provided his bid is reasonable and it is to the interest of the City to accept it. The bidder to whom the award is made will be notified at the earliest practicable date. The City, however, reserves the right to reject any and all bids and to waive any informality in bids received wherever such rejection or waiver is in the interest of the City. 0140 .
