Canada Rd. <br />Little Canada,Minnesota <br />CLERK'S EXHIBIT NO. <br />MEETING -July 12, 1978 <br />Dear Mr. Chlebeck re 180-210 E. County Rd.B.2 (Sleepy Hollow Apts) <br />On July 1-78 my apartments at the above address were flooded from the <br />ponding area adjacent to the south side. The water rose above the berm <br />and flooded both buildings to a depth of about 18 inches. Thirteen famil- <br />ies evacuated under adverse conditions during the night and following day. <br />A list of these tenants has been submitted separately to your office <br />with some estimated personal property losses of about 15,000 dollars. <br />Estimates of property damages to the buildings are from 25,000 to 30,000. <br />You will recall that in June-July-75 I sustained flood damages of16,000 <br />after which Little Canada built a berm in an attempt to control future <br />flooding. So that to date, within 3 years, I am faced with some 45,000 in <br />flood losses. It is obvious that the berm is of limited value and not <br />an adequate solution -to the problem. <br />Also, during these three years the City of Little Canada has continued <br />to grant building permits to Mr. T. Glasrud who has erected large complexes <br />across the road. -During this construction much surface silt has run off <br />into the pond behind Sleepy Hollow so that its present depth is reduced <br />..p perhaps 3-4 feet. The pond capacity has decreased while the surface <br />run-off from roofs,driveways and parking lots has increased markedly. <br />Even today there are several inches of surface soil on B.2 and clogged . <br />ditches and culverts along Mr. Glasrud's property preventing proper run- <br />off and drainage. <br />My own property now has a reputation of being flooded out and an unsafe <br />place to live. I lost 33% of my'tenants overnight and noone wants to <br />move back unless corrective steps are taken to ensure their safety. I <br />cannot sustain such losses and the property itself is in some jeopardy <br />unless something is done promptly. As you know insurance is not available <br />for flooding. And I feel strongly that with some 50 acres of developed <br />property draining into -my "back yard" and exposing my apartments to <br />floods that the situation is neither equitable nor tolerable. <br />I respectfully suggest.the Council authorize further evaluation of the <br />problem with a view towards a more permanent solution. While this is under <br />way there is a need for dredging the pond to increase its capacity. This <br />would help avoid a catastrophe such as just occurred, and as Mr. Glasrud <br />completes development would maintain the drainage pond better able to <br />handle the water. It would also show the 27 families still living at <br />Sleepy Hollow and others coming to rent that measures are being taken. <br />Right now my clientelle is very jittery about our situation. <br />Thank you for your consideration.
