June 12, 1978 <br />Village of Little Canada <br />515 Little Canada Road East <br />St. Paul, Minnesota 55117 <br />Attention: Clerk's Office <br />Gentlemen: <br />Re: Lot 3, Bock 3, Lake Gervais Peninsula <br />(owned by John and Betty Vitale, F/O <br />and Princeton Properties, Inc., Contract Purchaser) <br />Please be advised that there is a very serious water problem on the west <br />side of Keller Parkway (Arcade Street) between North Carla Lane and south <br />Carla Lane. Water continues to be trapped in this area and is causing an <br />unusually high water level and seeping into the basements of homes on Lot <br />5 and Lot 6. It appears that the water is not allowed to follow its normal <br />path which is the ditch along Keller Parkway south to the lake. The cause <br />of this problem in my humble opinion is that the drainage ditch adjoining <br />Lot 2, Block 4,.1ake Gervais Peninsula has been filled and I assume with- <br />out permission from the county and/or the city. <br />Princeton Properties, Inc. has discussed this matter with the engineers <br />for the Village of Little Canada and with the engineer for Ramsey County, <br />namely, Ken Weltzin, and it has been determined.that the best way possible <br />to alleviate the situation would be to ask the Village Council of Little <br />Canada within which all the land lies to authorize a study by their <br />engineer, namely, Milner W. ,Carley, to see if it is possible to find a way <br />to alleviate this condition. Unless this condition is alleviated it will <br />destroy the value of Lots 2, 3 and 4 of Block 3, Lake Gervais Peninsula <br />as no new construction could be done on these lots due to the high water <br />level. <br />If no relief is forthcoming from the Village of Little Canada and/or <br />Ramsey County, it will be necessary for us to go and seek relief from the <br />District Court.
