STAFF REPORT <br />TO:Parks & Recreation Commission <br />FROM:Bryce Shearen, CPRE, Parks & Recreation/Community Services Director <br />DATE:December 7, 2023 <br />RE:Park System Master Plan Reporting <br />ACTION REQUESTED <br />No action is requested. Information and discussion items to the Parks & Recreation Commission. <br />BACKGROUND <br />The current Park System Master Plan was approved in 2018. The plan follows the vision for <br />Little Canada’s park system and sets goals and policies for attaining that vision. The plan brings <br />together various elements (facilities, programs, trails, and operations and maintenance) into a <br />unified system. It is not intended to provide detailed development plans for individual parks or <br />trails. Rather, it provides the framework for guiding the future development of Little Canada’s <br />park system. It is a dynamic plan that the city should review and refine as Little Canada <br />continues to grow and evolve. The city currently has funds budgeted in 2027 to start the process <br />of updating the plan. <br />Staff, City Council, and the Parks and Recreation Commission have used the Park System <br />Master Plan as a guiding document for park improvements since it was adopted. There have been <br />some major park improvements in recent years and utilization of the Master Plan has helped <br />those projects come to fruition. Additionally, there have been many smaller-scale items that have <br />been completed which are also a result of the Master Plan and items identified in the Master Plan <br />have helped with input into the city’s strategic plan <br />The ‘meat’ of the Plan consists of Chapters 4 and 5 - The Plan and Implementation chapters. <br />The majority of the discussions and engagement efforts were focused on creating those sections. <br />With the recent completion of the ‘play node’ at Pioneer Park and starting to look ahead to future <br />projects, staff has put together a report to show the overall progress of what has been completed <br />and what is yet to be completed of the items outlined in Chapter 5 of the Park System Master <br />Plan – Implementation. <br />STAFF RECOMMENDATION <br />Staff would like to start the initial discussion with the Commission on the reporting document <br />and discuss ways and priorities of projects that still need to be completed.
