STAFF REPORT <br />TO:Chair Johnson and Members of the Planning Commission <br />FROM:Corrin Wendell, AICP, Community Development Director <br />DATE:December 14, 2023 <br />RE:Text Amendment – Garage and Accessory Structure Discussion <br />ACTIONS TO BE CONSIDERED <br />To discuss potential updates to the Garage and Accessory Structure allowances within the City. <br />BACKGROUND <br />To enhance the livability and functionality of our community, it is imperative to consider <br />amendments to the zoning code that would allow for an expansion of garage areas within the city. <br />Recognizing the evolving needs of residents, there is a growing demand for increased space for <br />vehicle storage and other practical uses. By revisiting and adjusting the zoning regulations <br />pertaining to garage sizes and configurations, we can better align our codes with the contemporary <br />requirements of homeowners. This initiative not only addresses the present challenges, but also <br />contributes to the overall enhancement of our city, promoting a more adaptable and resident- <br />friendly urban environment. <br />Since 2020, the City has received 8 Conditional Use Permit applications to allow for a total of all <br />accessory structures to not exceed 1,500 square feet. The zoning ordinance allows for R-1, Low <br />Density Residential, properties to have an attached garage in excess of 1,000 square feet by <br />Conditional Use Permit. <br />Existing Zoning Code Language: <br />Zoning Code Section 915.020 Accessory Buildings in Residential Districts, Generally <br />C. Lot Coverage. <br />1. No individual accessory building or detached garage for a single-family dwelling shall <br />occupy more than 30 percent of the rear yard. <br />2. The total floor area of a detached garage and other accessory buildings for a single <br />family detached dwelling shall not exceed 1,000 square feet except by Conditional Use <br />Permit, in which case the limit is 1,500 square feet. <br />D.Subject to the other regulations in this Section, each single-family lot shall be eligible for <br />the following accessory structures:
