STAFF REPORT <br />TO:Chair Johnson and Members of the Planning Commission <br />FROM:Corrin Wendell, AICP, Community Development Director <br />DATE:March 14, 2024 <br />RE:Text Amendment – Amending Zoning Code Chapter 916 - Signs <br />ACTIONS TO BE CONSIDERED <br />To recommend approval of a Text Amendment to the Zoning Code Chapter 916 – Signs. <br />BACKGROUND <br />City staff is proposing an update to the Sign Code within our Zoning Code, specifically targeting <br />dynamic signs, to ensure alignment with current industry standards. The proposed amendments <br />aim to address the evolving needs of our community, enhance visual communication, and maintain <br />compatibility with best practices in the sign industry. <br />As our city experiences growth and technological advancements, there is a pressing need to revisit <br />and update the Sign Code within the Zoning Code. This update primarily focuses on dynamic <br />signs, including electronic message boards and variable message signs, to bring our regulations in <br />line with current industry standards. <br />Objectives: <br />The key objectives of this proposed update are: <br />1.Alignment with Industry Standards: Revise the Sign Code to align with current industry <br />standards and best practices for dynamic signs. <br />2.Improved Visual Communication: Enhance visual communication through dynamic signs <br />while considering factors such as legibility, visibility, and readability. <br />3.Adaptability to Technological Advancements: Ensure that the Sign Code remains <br />adaptable to future technological advancements in the sign industry. <br />Proposed Changes: <br />1.Letter Height and Readability: Define specific guidelines for the letter height of dynamic <br />signs based on factors such as viewing distance and speed of passing traffic, adhering to <br />industry recommendations. <br />2.Duration of Display: Establish clear guidelines for the duration of display on dynamic <br />signs, considering the type of information being conveyed, traffic conditions, and safety <br />standards.
