MINUTES <br />PLANNING COMMISSION <br />AUGUST 8, 2024 <br /> <br /> <br /> <br /> <br /> <br /> <br />4 <br />while 32 feet would be average, and 36 feet would be spacious for that size garage. He provided <br />examples of different calculations for garage sizes. <br /> <br />Commissioner Masrud asked about the allowable conditions for a CUP. The City Clerk <br />provided some examples such as prohibition on running a business in the garage, exterior <br />materials, etc. Commissioner Thorson commented that in the last 12 years, they have not seen a <br />request over 1,200 to 1,500 square feet. He stated that it would be extremely rare for someone to <br />want a massive garage that would meet the lot size restriction as well, but noted that if that were <br />to occur, it would still come through the CUP process. <br /> <br />Commissioner Kulousek stated that she would still want a maximum and the language could <br />state up to 1,800 or 2,000 square feet or the 35 percent, whichever is less. Chair Johnson <br />confirmed that this would be the total square footage of all accessory/garage space, therefore an <br />attached garage would already be deducted from that total. She confirmed that Commissioner <br />Kulousek would like to use 1,800 square feet. Commissioner Masrud commented that would <br />seem arbitrary but acknowledged that would be a three-car garage, that could park two cars deep <br />as shown in the example from the City Administrator. <br /> <br />The City Clerk stated that the maximum language does not need to be decided tonight, it was just <br />something that she noticed when reviewing the Code and thought it would be a good idea to add. <br />It was stated that perhaps some examples could be brought back to the Commission for review. <br /> <br />Chair Johnson confirmed the consensus of the Commission to table the potential amendment <br />related to the cap of the garage size. <br /> <br /> Masrud introduced the following motion: <br /> <br />RECOMMENDING THE APPROVAL OF THE ZONING CODE AMENDMENTS <br />FOR GARAGES TO ALLOW A TOTAL MAXIMUM AREA OF 1,500 SQUARE <br />FEET WITHOUT A CONDITIONAL USE PERMIT FOR ONE OR MULTIPLE <br />BUILDINGS AND TO INCREASE THE ALLOWED DRIVEWAY CURB CUT <br />FROM 18 FEET TO 24 FEET. <br /> <br /> The foregoing motion was duly seconded by Kulousek. <br /> Ayes (6). Nays (0). Motion passed. <br /> <br />DISCUSSION <br /> <br />POTENTIAL ZONING REQUIREMENTS FOR CANNABIS BUSINESSES <br />The Community Relations Manager stated that in the coming weeks/months there will be several <br />cannabis-related decisions required of the City, mainly of the City Council but input is requested <br />from the Planning Commission related to allowed zoning and buffers for cannabis businesses. <br />She provided background information on legislative actions related to adult use cannabis as well <br />as guidelines for zoning and buffers that can be considered. She stated that maps were provided <br />in example that would identify areas that could be considered for allowing those businesses
