MINUTES OE THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JULY 27, 2009 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 27th day of <br />July, 2009 in the Council Chambers of the City Center located at 51.5 <br />Little Canada Road in said City. <br />Acting Mayor Rick Montour called the meeting to order at 6:32 p.m. and <br />the following members of the City Council were present at roll call: <br />CITY COUNCIL <br />Mayor <br />Acting Mayor <br />Council Member <br />Council Member <br />Mr. Bill Blesener <br />Mr. Rick Montour <br />Ms. Shelly Boss <br />Mr. Mike McUraw <br />ABSENT: <br />ALSO PRESENT: <br />Council Member <br />Mr. John Keis <br />City Administrator Mr. Joel R. Manson <br />City Engineer Mr. Lee Elfering <br />IMP. NO. Acting Mayor Montour opened the public hearing to consider the <br />2009-14 improvement of Arkwright Street from Sextant to Brooks Avenue East, <br />A12KWKIGHT and Brooks Avenue from Arkwright Street to the end of the cul-de-sac by <br />BROOKS road reconstruction, concrete cmb and gutter, and drainage enhancements. <br />Mayor Blesener was present at the meeting but did not participate given <br />his is impacted by the project. He sat in the audience for the meeting. <br />Blesener indicated he would abstain from voting on this improvement as <br />he is a property owner abutting Brooks Avenue East. <br />The City Engineer reviewed the project history noting that the City has <br />been petitioned for the improvement of Arkwright Street and Brooks <br />Avenue East. This is the first time that a~i improvement of these streets <br />has been considered. Based on the receipt of the petition, the City is <br />proposing to add this reconstruction project to the existing 2009 <br />improvements, under the criteria allowed by State Statute. He noted that <br />the prices received for the 2009 improvement have provided a 35% to <br />40% savings over estimated costs if construction costs rose at historic <br />rates. This is due to current economic conditions and lower fuel costs. <br />The Engineer reviewed the condition of the streets, noting that based on <br />those conditions, full reconstruction is recommended. The properties are <br />served by City water main and sanitary sewer. There are catch basins near <br />the intersection of Sextant and Arkwright. <br />
