MINUTES <br />CITY COUNCIL <br />.IDLY 27, 2009 <br />"fhe City Engineer noted that the Flipp property at 431 Brooks Avenue has <br />development potential, and the Engineer explained the development <br />deferral option wherein the assessment on the potential additional lot can <br />be deferred until such time as the property subdivides. Interest would <br />accrue on a development deferral. <br />The City Administrator reported that the preliminary assessment roll <br />presented this evening will be the final assessment roll that will be <br />considered for adoption this October. <br />Dick Flipp, 431 Brooks Avenue, asked the extent of the disturbance option <br />beyond the existing pavement when the road is reconstructed. The City <br />Engineer stated that, for the road itself, the area disturbed will not be much <br />beyond the existing road surface. However, the Engineer is main <br />concerned that grading to achieve positive drainage from yards could <br />cause disturbance of at least 10 feet behind the curb. Flipp asked if he <br />would have time to transplant some existing garden areas on his property, <br />and asked how far back these gardens should be moved. "I'he City <br />Engineer repotted that there would be a project plan review meeting with <br />property owners, and these issues can be reviewed in detail at that <br />meeting. The Engineer suggested, however, that at least five feet behind <br />the existing pavement should be removed as soon as possible. <br />Flipp commented on his lighting and irrigation systems, noting that he has <br />six street lamps within five feet the street. The Engineer reported that the <br />conll•actor will cut and cap the irrigation system during the construction <br />project. The Engineer stated that he will evaluate the lighting in the area <br />and come back with a recommendation. <br />Bill Knaak, 2456 Arkwright, was concerned about drainage along <br />Arkwright and the possibility of a pond in the ditch along the west side of <br />Arkwright. The City Engineer indicated that he has not designed the <br />project as of yet, but will look at the drainage issues closely. <br />Dick Flipp reported that the lots at 2456 Arkwright and the one adjacent <br />were originally filled in. The basement floors for these homes sit on the <br />original ground level. <br />Otto Witzmarm, 440 Brooks, asked about the type of curb and gutter. "I'he <br />Engineer reported that barrier curbing is proposed. <br />Blesener asked about driveway construction. It was noted that the curbing <br />will be depressed at the driveway entrances. Concrete driveway aprons <br />will be constructed three to four feet back from the curb line, and beyond <br />that, the portion of driveway that requires reconstruction will be matched <br />to existing materials. <br />
