MINUTES <br />CITY COUNCIL <br />JULY 22, 2009 <br />HUOT The City Administrator reported that he met with representatives of <br />ADDITION Pinot Properties relative to the proposed Development Agreement for <br />DEVELOPMENT the Huot Addition. At that meeting it was discussed that the Huot <br />AGREEMENT Addition project is not a typical development project given the limited <br />construction of infrastructure to serve the property. Based on this fact, the <br />proposed Development Agreement was modified accordingly. The City <br />Administrator reviewed in detail the changed to the draft agreement which <br />address ponding requirements, insurance limits, financial security via a <br />cash deposit, customized grading plans, inspections by the City Engineer, <br />and the fact that a preconshuction conference is not required for this <br />development. 'fhe City Administrator recommended approval of the <br />Development Agreement subject to review and approval by the City <br />Attorney. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2009-7-I69-APPROVAL OF THE <br />DEVELOPMENT AGREEMENT FOR THE HUOT ADDITION <br />SUBJECT TO REVIEW AND APPROVAL BY THE CITYATTONEY <br />AND AUTHORIZING THE MAYOR AND CITYADMINISTRATOR <br />TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />SAVAGE LAKE Mr. Rocky Waite appeared before the Council to discuss issues related to <br />Savage Lake. The City Administrator began by reviewing the 2008 Goal <br />and Action Plan related to Savage Lake water quality. He noted that the <br />first task in the Action Plait was to address the lake level. The <br />Administrator noted the discussion that occurred at the October 20, 2008 <br />Special Meeting of the City Council. At that meeting the DNR and the <br />Watershed indicated that they would not support an increase in water level <br />feeling that the Ordinary High Water (OHW) mark set for Savage Lake <br />was appropriate. <br />The next task outlined in the Action Plan was to eradicate lily pads. The <br />Administrator noted the discussion on that topic that occurred on <br />10/20/08, and pointed out that the person the City had been dealing with at <br />the DNR has moved to another department. "the Administrator reported <br />that the permitting process for lily treatment is more complicated than first <br />thought as individual property owners must obtain permits for treatment <br />adjacent to their property with the City obtaining a permit for treatment in <br />the main part of the lake. Two property owners on the lake are <br />coordinating the permitting process. <br />9 <br />
