WORKSHOP MINUTES <br />CITY COUNCIL <br />OCTOBER 9, 2024 <br />The City Administrator that there will be a public hearing held at the October 23 Council meeting to <br />approve the tax increment financing district. <br />There was Council consensus of support to move forward with the new tax increment financing <br />district for the RIDE apartment project as proposed. <br />DISCUSS ADULT -USE CANNABIS ZONING _& REGISTRATION REQUIREMENTS <br />The Community Development Director stated his experience with Cannabis in the state of Michigan <br />and provided and overview of the agenda topics to cover to allow staff to draft an ordinance for <br />consideration. <br />Community Development Director outlined the current status of the state cannabis law. As outlined <br />within the law, retail sales can begin, in theory, in January 2025. He described the various license <br />types that will be issued by the state, including retailer, mezzo business, and microbusiness licenses, <br />and noted that the state requires one retailer per 12,500 must be allowed. He stated the city is not <br />required to issue a cap on the number of licenses issued, but must issue at least one retail license. <br />Community Development Director asked if the council wants to limit the number of retail licenses <br />to one or allow more. Mayor Fischer stated that they would like to start slowly with one license. D. <br />Miller asked about the population of the city and would the new additional multi -family projects <br />increase the city population over 12, 500. The City Administrator indicated that when all of the <br />apartments are occupied, the estimated population of Little Canada would be around 11,400. <br />There was Council consensus to limit the number of cannabis retailers to one license; require a <br />conditional use permit for all cannabis businesses and tie the CUP to the specific applicant; allow <br />retail cannabis in the C-1 and C-2 zoning districts with no co -location with residential use, and in <br />the I-1 and I-2 industrial zoning districts; and all other cannabis businesses would be allowed in <br />industrial zoning district but not adjacent to any residential uses; require 500 foot buffers from <br />schools and parks with playgrounds and athletic fields; and limit hours of retail sales to Monday - <br />Saturday 8:00am to 11:00pm and Sunday 10:00am to 11:00pm; fees for cannabis registrations <br />would be the maximum allowed by state law. <br />There was Council consensus to determine a short initial application period and how applications <br />would be evaluated, such as first -come -first -serve and preferences for stand-alone buildings and <br />locations. <br />There being no further business, the meeting was adjourned at 7:26 p.m. <br />Thomas Fischer, Mayor <br />NOW <br />( VIL407��Rezy��� <br />tophe Heineman, City Administrator <br />2 <br />
