MINUTES
CITY COUNCIL SPECIAL MEETING (ASSESSMENT HEARING)
OCTOBER 7, 2024
Upon motion by Kwapick, seconded by D. Miller, the assessment hearing was closed.
Fischer asked why the city was not assessed for the property that is city owned. The City Engineer
explained that the amount of frontage of the city's lot was factored into the equation of determining
the per foot frontage costs for the whole project area.
Gutierrez asked about lot 1, and since the street is only running in front of their property a small
amount, would they get another full assessment if the street was constructed through to County
Road C someday. The City Engineer explained that Jackson Street ends well before County Road C
since there is no intention at this time to put it through.
T. Miller introduced the following resolution and moved its adoption:
RESOLUTIONNO. 2024-10-112 — APPROVE ADOPTING THE ASSESSMENT ROLL
FOR IMPROVEMENT NO. 2024 PW42 JACKSONSTREET (FROMLITTLE
CANADA ROAD TO 520 FEET SOUTH), AS RECOMMENDED BY CITYENGINEER,
SETTING THE INTEREST RATE AT 3.55% AND CERTIFYING THE
ASSESSMENTS TO RAMSEY COUNTYPROPERTY TAXES FOR 10 YEAR
REPAYMENT BEGINNING IN 2 02 5.
The foregoing resolution was duly seconded by Gutierrez.
Ayes (5).
