comprehensive sidewalk network. The sidewalks will extend beyond the boundaries of the <br />development site, connecting with existing sidewalks in the surrounding area and <br />eliminating gaps in the pedestrian infrastructure system. This interconnected sidewalk <br />network will enhance walkability, accessibility, and safety for pedestrians, facilitating <br />seamless mobility and connectivity within the neighborhood especially the enhanced <br />sidewalk connection along Rice Street from County Rd B2 to County Rd C. <br />In terms of cost, an approximate estimation has been calculated for the pedestrian <br />amenities, including the construction and installation of sidewalks, seating areas, and <br />gathering spaces. These estimated costs will be crucial in leveraging potential public <br />funding from the City of Little Canada to support the implementation of these public <br />amenities. By highlighting the value and importance of these amenities, as well as their <br />associated costs, the project aims to demonstrate its commitment to enhancing the quality <br />of life for residents and promoting community well-being through thoughtful urban design <br />and public infrastructure development. <br />Land Use Process: <br />In order to facilitate the multi-family housing development, the property owner has completed a <br />Zoning Map Amendment rezoning five parcels of land from C-1, General Commercial District to <br />C-2, Corridor Mixed District as well as combined the parcels into one. <br />Community Engagement: <br />The City Council reviewed the development proposal at a workshop held on May 24, 2023, and <br />expressed support for the project by providing a resolution to submit an application for an ARPA <br />grant. Additionally, Reuter Walton and the property owner conducted two Neighborhood <br />Meetings on June 7th and November 28th to solicit feedback from the public and provide <br />comprehensive information about the development. <br />Funding Sources: <br />a. They were awarded $831,822 of federal HOME funds in May 2023. <br />a.Ramsey County requires these to be attached to 4 units, these can be at High <br />HOME rents. <br />b. Ramsey County requires that these funds go to pre-development soft costs. This is <br />beneficial for both parties as it relates to Davis Bacon and NEPA environmental <br />review. They will accept these funds from Ramsey County. <br />b.They were awarded $600,000 of HRA levy in June 2023. <br />a.These funding awards trigger the Ramsey County Prevailing Wage Ordinance. All <br />construction labor hours at the project must be paid prevailing wage. Prevailing <br />wages add approximately $6,000,000 to the project so they are not able to accept <br />these funds. <br />c.The Minnesota Housing Low Income Housing Tax Credit (LIHTC) program is a <br />critical funding source aimed at increasing the supply of affordable rental housing
