STAFF REPORT <br />TO:Mayor Fischer and Members of City Council <br />FROM:Sam Magureanu, Finance Director <br />Chris Heineman, City Administrator <br />DATE:October 9th, 2024 <br />RE:Transfer of 2023 Public Safety Aid funds to the Capital Equipment Fire Fund 457 <br />BACKGROUND: <br />The 2023 Minnesota Legislature enacted a one-time Public Safety Aid for aids payable in 2023. The one- <br />time appropriation of $300 million is allocated among all counties, cities, townships of a population of <br />10,000 or more, and Minnesota's 11 federally recognized tribal governments. Recipients must use the aid <br />to provide public safety. The allocation to the City was $471,123. There is not a spend-by date <br />requirement in the law. However, the funds must be used to provide public safety and cannot act as an <br />ongoing reserve. Allowable uses named in the new law include: <br />Community violence prevention. <br />Community intervention programs. <br />Community engagement. <br />Mental health crisis responses. <br />Victim services. <br />Training programs. <br />First responder wellness. <br />Equipment related to fire, rescue, and emergency services. <br />Other personnel or equipment costs. <br />During the budget process staff proposed that a large portion $450,000 be used to pay for the second <br />portion of the Arial Ladder Truck and transfer this amount from the General Fund to the Capital <br />Equipment Fire Fund 457. <br />FISCAL IMPACT: After the allocation and transfer, the remaining balance of $21,123 will remain in <br />the General Fund. Restricted funds are solely for the allowable uses noted above. The Ramsey County <br />Sheriff’s Office may have additional requests for eligible expenditures that can be funded through Public <br />Safety Aid. City staff will work with the Council to identify the proper use of the remaining balance. <br />REQUESTED ACTION: <br />Approve allocation of $450,000 of Public Safety Aid to the Fire Capital Equipment Fund 457 <br />toward the second payment for the Arial Ladder Truck. <br />Approve a transfer from the General Fund to the Fire Capital Equipment Fund 457 in the amount <br />of $450,000 effective 10/09/2024.
