<br />households in Little Canada’s organized collection. Of this total, 453 households (26%) utilized <br />the bulky item removal service, and only 129 households (7%) used all three free bulky items. <br /> <br />Staff recommends reducing the pay-as-you-throw model to one free item per year per account. <br />Overall bulky program utilization was at 26% for 2023, a decrease from 2020 numbers (30% <br />utilization). Additionally, the city’s “Reuse Day” program, an annual event, has been successful <br />in encouraging residents to place items at their curb to be reused rather than collected by haulers. <br /> <br />A complete elimination of the three bulky items was discussed in the previous contract renewal. <br />In discussing, the haulers indicated that a transition to a complete “pay-as-you-throw” model <br />could have allowed for a rate reduction of $1.00 per week for each service level. <br /> <br />Due to the significant savings for customers, staff is recommending moving forward with <br />including one free bulky item as part of service charges within this request for proposal. <br /> <br />The table below provides an overview of the proposed timeline for the RFP schedule, with dates <br />subject to change as the city deems necessary. <br /> <br />Table 1 – Current RFP Schedule <br />Date Event <br />September 25, 2024 City Council considers issuance of single- <br />hauler RFP <br />September 26, 2024 Staff sends RFP to prospective proposers <br />October 17, 2024 Pre-bid meeting at Little Canada City Hall – 1:00 <br />PM <br />October 24, 2024 Deadline for prospective proposers to submit <br />questions to the city is 4:30 PM <br />October 31, 2024 City sends addendum responding to RFP <br />proposal questions <br />November 7, 2024 Letter of intent to submit a proposal <br />November 21, 2024 Deadline for proposals is 4:30 PM <br />November 22, 2024, through January 8, 2025 Proposal review, firm interviews, and contract <br />negotiations <br />January 22, 2025 City Council considers approval of final <br />contract <br /> <br />Should the City Council authorize the issuance of the attached request for proposals, staff will <br />release the RFP on the city’s website, publish in the local paper, and email copies to the three <br />existing haulers, and potentially interested firms. <br /> <br />BUDGET: <br />No budgetary impact at this time. It is anticipated that single-hauler proposals will be very <br />competitive and may result in potential savings to our residents. <br /> <br />
