The <br />applicant is not proposing to add landscaping towards the intersection of Rice and Demont, where the <br />existing off-street parking area is proposed to remain the same <br /> <br />Interior Site <br />The remainder of the trees are found dispersed around the walkways on site, within the parking islands, <br />and in the yard area behind Flameburger. <br /> <br />Items to be Addressed: None. <br /> <br />Lighting <br />The applicant has submitted a complete photometric plan that appears to comply with the City’s lighting <br />standards for parking areas. The proposal will have four, back-to-back pole lights within the off-street <br />surface parking area. The plan shows additional lights along the walkways for the apartment complex, <br />over the Tot lot, and along the shared access drive from Rice Street. <br /> <br />Items to be Addressed: None <br /> <br />Signs <br />The applicant’s submitted elevation renderings from 2023 show a projecting wall sign on the western face <br />of the building (fronting Rice) that serves to identify the apartment complex. No specifics of the sign or <br />any others have been provided. <br /> <br />Items to be Addressed: Before installation of any signs, the applicant shall apply for a sign permit and <br />submit a full sign plan that meets the requirements of the Zoning Code. <br /> <br />Floor Plan and Elevations <br />Per Section 914.040 of the Zoning Code, attached housing buildings have specific design standards. <br /> <br />Per 914.040.C the applicant must do one of the following: <br />C. Street-Facing Facade Design: No blank walls are permitted to face public streets, walkways, or <br />public open space. Street-facing facades shall incorporate offsets in the form of projections and/or <br />recesses in the facade plane at least every 40 feet of façade frontage. Wall offsets shall have a <br />minimum depth of 2 feet. Open porches or balconies are encouraged on building fronts and may <br />extend up to 8 feet into the required setbacks. In addition, at least one of the following design <br />features shall be applied on a street-facing facade to create visual interest: <br />• Dormer windows or cupola <br />• Recessed entrances <br />• Covered porches or stoops; <br />• Bay windows with a minimum 12-inch projection from the facade plane <br />• Eaves with a minimum 6-inch projection from the facade plane or <br />• Changes in materials, textures or colors. <br />D. Four-Sided Design: Building design shall provide consistent architectural treatment on all <br />building walls. All sides of a building must display compatible materials, although decorative <br />elements and materials may be concentrated on street-facing facades. All facades shall contain <br />window openings.
