RICE STREET DEVELOPMENT // Parking Study <br /> <br />Alliant No. 223-0050 <br />PAGE 1 <br />1. Introduction <br />Alliant Engineering has completed a parking study for the proposed Rice Street development located in the <br />northeast quadrant of Rice Street & Demont Avenue in Little Canada, MN (see Appendix). The proposed <br />development consists of a five-story building with 160 multi-family housing apartments, including 122 surface <br />and 115 garage parking spaces for a total of 237 parking spaces. A parking study will provide the necessary <br />context for the City’s Community Development Department to consider modifications to the City’s existing <br />parking requirements for this development. Additional considerations impacting the proposed development <br />include Metro Transit’s plan to construct and open the METRO G Line in 2026 and 2027, a planned arterial bus <br />rapid transit (BRT) line, from Little Canada through downtown St. Paul along Rice Street and Robert Street. <br />2. Comparable Apartments <br />The evaluation of existing conditions includes field observations of the existing parking supply and parking <br />demand at comparable apartments in the area. The following comparable apartments were identified: <br />• Cedar Lakeside – 2800 Rustic Pl, Little Canada, MN <br />o 160-unit apartment 0.8 miles from the planned development. <br />• Litmore – 75 Twin Lake Blvd, Little Canada, MN <br />o 60-unit apartment 2.7 miles from the planned development. <br />• Lica – 45 Twin Lake Blvd, Little Canada, MN <br />o 60-unit apartment 2.7 miles from the planned development. <br />• The McMillan – 157 Grass Lake Pl, Shoreview, MN <br />o 135-unit apartment 2.0 miles from the planned development. <br />• The Isaac – 2740 Fairview Ave N, Roseville, MN <br />o 127-unit apartment 4.0 miles from the planned development. <br />• Sibley Cove – 1996 County Road D E, Maplewood, MN <br />o 81-unit apartment 4.6 miles from the planned development. <br />• The Reeve – 4600 Lake Road Ave, Robbinsdale, MN <br />o 118-unit apartment 14.8 miles from the planned development. <br />Rose Vista (1223 ½ Rose Vista Ct, St. Paul, MN) a 175 -unit apartment 3.0 miles from the planned development <br />and Conifer Ridge (3090 Hazelwood St, Maplewood, MN) a 150-unit apartment 5.4 miles from the planned <br />development were also considered. However, despite multiple attempt s property management and/or leasing <br />staff did not return requests for additional information (occupancy, garage supply and demand, etc.). <br />
