r~iINUTEs <br /> City Council <br /> (Cont'd.) <br /> Janua~°y 31 , 1980 <br /> Councilwoman Scalze stated that she felt the Planner should meet with <br /> those applying fora Pl1D. <br /> Councilman Fahey suggested that the Planner could be appointed as the <br /> Zoning Administrator. Councilman DeE3ace felt that the City Clerk and <br /> the Building Inspector should jointly be the Zoning Administrator. <br /> Councilman Nadeau stated that the Planner is familiar with the Ordinance <br /> and could do the job. <br /> The Planner stated that the City Clerk could be appointed as the <br /> Zoning Administrator. The Zoning Administrator has the power to use <br /> the services of others in carrying out his duties. <br /> Mayor Hanson suggested leaving section 923.0}0 read 7_aning Administrator. <br /> Gene Uelonais suggested that the City have some sort of check list <br /> for what is needed for an industrial development. The Planner stated <br /> that he has given the City Clerk examples of check lists that the City <br /> could be using. <br /> There wdS some Council discussion regarding getting Mrs. Freeman more <br /> involved in the duties of the City Clerk. Councilman Fahey stated <br /> that perhaps the City Planner and he would have a meeting aaith the <br /> City Clerk and Mrs. Freeman to discuss these matters. <br /> Councilman DeDace inquiried who would be responding to the comments <br /> of the County and others on the City's Comprehensive Plan. The Planner <br /> stated that he would be going through each letter and addressing the <br /> issues that are raised and it would be determined if the Comprehensive <br /> Plan should be amended to reply to these issues or just what the City's <br /> response will be to an issue. This will be reviewed by the Council. <br /> Councilman Fahey raised the question of issuing certificates of occupancy <br /> in all cases as set out in Section 92x4 on page 31. The Planner is <br /> suggesting that certificates of occupancy be issued in every case, <br /> including residential homes. Then when the Building Inspector makes <br /> the final inspection he vain notify the "Zoning Administrator and a <br /> certificate of occupancy will be issued. Councilman Fahey stated that <br /> this will make the Building Inspector do a better job. <br /> Councilman Ue6ace questioned how people will know a certificate of <br /> occupancy must be issued before they can move in a house. The Planner <br /> stated that he will give the City Clerk check list procedures and forms <br /> that can be handed out at the time building permits are issued. <br /> Mayor Hanson questioned if the proposed Zoning Ordinance must be published <br /> in its entirety before it can be adopted. The Attorney was not sure, and <br /> stated that he would check on this. <br /> Nome Councilman Fahey stated that permits should only be required for specific <br /> <br /> Occupations home occupations. The Planner stated that he would eliminate the permit <br /> procedure for everyday types of home occupations. Fahey agreed, and stated <br /> that only if this type of home occupation got out of hand, would the City <br /> want some power. A permit would be required for only special home occupations. <br /> Page 39, paragraphs A and B will be changed to reflect this. <br /> Page -6- <br /> <br />
