<br /> MINUTES <br /> <br /> City Council <br /> (Cont'd.) <br /> February 13, 1980 <br /> Park Commission <br /> Report Carl Spooner and Edith Schultz, members of the Park Commission, appeared <br /> before the Council to inform the Council that the Park Commission <br /> supports the recent recommendation of the Planning Commission that the <br /> City's park charge for commercial developments be based on the market <br /> value of the property in question. Mrs. Schultz stated that the Park <br /> Commission has only $29,000 in the park fund, and should Spooner Park <br /> become available, the City will not have the money in the park fund <br /> to purchase it. <br /> Councilman Nadeau stated that industrial areas will not be using the <br /> City's parks, but that homeowners will be the ones making use of the <br /> parks. <br /> Councilman DeBace stated that he agreed with Nadeau. DeBace further <br /> stated that if the Park Commission wants to purchase some land the City <br /> will have to either float a bond issue or hold a referrendum to obtain <br /> the money to get a bond. Mayor Hanson stated that right now this is <br /> the only way the City could purchase park land, <br /> Schultz again stated that the Park Commission feels the park charge for <br /> commercial development should be based on 10% of the estimated market <br /> value. <br /> Councilman DeBace asked the Park Commission for their feelings on the <br /> park charge to be set for residential development. Carl Spooner stated <br /> that the Park Commission feels the residential park charge should be <br /> $100.00 per new home. <br /> Councilwoman Scalze stated that if the park charge for Freeway Land Company <br /> had been based on 10~ estimate market value, they would have paid $1,900.00 <br /> instead of the $600.00 they paid. <br /> Mrs. Schultz reported that Mr. Moore of the Water Department has informed <br /> the Park Commission that they are not interested in continuing to lease <br /> their property. Mrs. Schultz sent a letter to the Water Department <br /> requesting that if the Department is considering selling the property, <br /> to give the City the first right of refusal. <br /> Items From Mr. Nadeau introduced the following resolution and moved its adoption: <br /> The Floor <br /> RESOLUTION N0. 80-2-75 - AMENDING THE AGENDA TO HEAR <br /> ITEMS FROM THE FLOOR <br /> The foregoing resolution was duly seconded by Mr. Fahey. <br /> Ayes (5) Nadeau, Fahey, Scalze, Hanson, DeBace. <br /> Nayes (0). <br /> Resolution declared adopted. <br /> This resolution appears in Resolution Book No. 6, Page 47, <br /> Page -10- <br /> <br />
