MTNUTES <br />City Council <br />March 4, 1981 <br />Mr. Fors6erg stated that this rezoning may cost the City a lot of money <br />in damages, but that he will support the people of Little Canada. <br />Mrs. Scalze was also opposed to more apartments, Scalze felt the R-1 <br />should not be upzoned, especially since Mr. Schrier is not willing to <br />compromise with the City. Mrs. Scalze stated that on the R-3 ~ortion <br />of the property she was willing to wait and see what type of proposal <br />Schrier came in with before the Council should take action on the <br />property. <br />Mrs. Scalze is also in favor of senior citizen housing in the City, but <br />is not willing to upzone property to get it. The Schrier property would <br />be a good location for the housing as it has the correct zoning. <br />Mrs. Nardini was opposed to more apartments in the City. Nardini felt <br />the fact that senior citizen housing is an apartment building was not <br />being faced. Mrs. Nardini stated that she would volunteer to sit down <br />with Mr. Schrier to see what could be worked out with him, <br />Mrs. Nardini stated that the C,ity got appraisals on the properties under <br />consideration for rezoning, The appraisals cost $1,200, She was against <br />spending this money. The appraisals determined that there could he a <br />$60,000 damage to the Schrier property by downzoning it to R-2 and possibly <br />a$8,000 7oss to the Waite property. ~~ardini felt that if the City <br />might incurr these types of expenses, there should be a referrendum of <br />the citizens to determine if they are willing to spend this money. <br />Nardini thought something might be worked out with Mr, Schrier. <br />Mr. Doody stated that the City should determ~ne how the land was rezoned <br />in the first place. Nardini agreed that this should be investigated. <br />Nancy Schlett, a resident of the area, asked if a buildinq could be built <br />for senior citizens and then changed. Mr. Fahey commented that the <br />building would have to remain senior citizen for the life of the financing, <br />if the financing is subsidized by the governmerrt. <br />h9r. Doody stated that he was opposecl to a HUD project for senior citizens <br />and with low income townhouses. If the project was just elderly housing, <br />that would bE no prob1em. <br />Mayor Hanson stated that the Washington Square Project in White Bear Lake <br />is a HUD project and it is a beautiful building. That project is elder7y <br />only. <br />Nancy Schlett stated that she was opposed to senior citizen housing <br />because the City could not ensure that it remained elderly an~ the <br />Schrier property is too far from shopping centers, Mayor Hanson stated <br />that vendors will come right to a senior citizen apartment building. <br />Mr. Doody stated that he did not believe the City should compromise with <br />Mr. Schrier on this. <br />Page -6- <br />
