MTNUTES OF THG RFGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADFl, MINNESOTA <br />April 22, 1981 <br />Pursuant to due call and notice thereof a regular meeting of the <br />Council of the City of Little Canada, Minnesota was held on the <br />22nd day of April, 1987 in the Council Chambers of the City Center <br />located at 515 Little Canada Road in said City. <br />The Mayor, Mr. Raymond Hanson, chaired and called the meeting to <br />order at 7:30 P.P4. <br />MEMBERS PRESENT: Mayor Mr. Raymond Fianson <br />Councilman Mr. Michael Fahey <br />Councilman Mr. Dennis Forsberg <br />Counci7woman Mrs. Mugs Nardini <br />Councilwoman Mrs. Beverly Scalze <br />ALSO PRESENT: City C7erk Mr. Joseph Chlebeck <br />City Attorney Mr. Clayton Parks <br />Consulting Engineer Mr. Donald Carley <br />Recording Secretary Mrs. Kathleen Glanzer <br />Proposed Flttorney Clayton Parks submitted to the Council for their approval <br />Trapping proposed Ordinance No. 172 which is an ordinance amending the Little <br />Ordinance Canada Code by adding Chapter 2901, Wild7ife. Flttorney Parks stated <br />that this proposed ordinance not only includes the prohibition of <br />trapping in Little Canada, but is a7so an anti-hunting ordinance. <br />Therefore, Parks entitled the ordinance "Witdlife". <br />The ordinance would permit trapping and hunting by permit except <br />for government agencies with a special reason for hunting and trapping <br />and scientists conducting studies of wildlife. <br />The ordinance permits the killing or trapping of pests "on one's own <br />premises", but bans the use of the leg-hold trap. Further, the ordinance <br />gives the City the authority to grant permits to people for trapping, <br />including permits for 7eg-hold traps; however, the leg-hold trap cannot <br />be used without a permit. <br />Councilman Fahey suggested that the words "City Officials" be changed <br />to "City Council" in 2901.050 of the proposed ordinance. <br />The Attorney stated that he used the term "City Officials" so as to not <br />put more burden on the City Council. Also this would require people <br />seeking a trapping permit to wait until a Council meeting to obtain one. <br />Parks felt the Council would want to appoint a City official to be the <br />"expert" for the City on trapping and to handle a71 permit requests. <br />Councilman Fahey pointed out th~t the ordinance does not require citizens <br />to obtain a permit to set a mousetrap in one's home as the Free Press <br />stated in a recent artic1e. <br />Fahey further suggested that paragraph C of the ordinance should read, <br />"...so long as the traps or devices are tended in a way...". fahey <br />felt the word "devices" should be added so that the ordinance includes <br />equipment other than just traps. <br />Page -1- <br />
