MINUTES
CITY COUNCIL
OCTOBER 23, 2024
D. Miller asked the types of units that will be provided. Mr. Keenan replied that there will be one-,
two- and three -bedroom units but does not have the unit mix with him. He stated that there are income
restrictions for the property and his experience there are not a lot of two vehicle households. He noted
that there will be units with no vehicles given the proximity to the bus line.
D. Miller asked if there is bike storage provided. Mr. Keenan confirmed that each parking stall has
bike storage on the wall with additional bike storage space as well.
D. Miller asked if the shared agreement with Flameburger would be recorded against the property, in
the case that the ownership of the restaurant were to change. Mr. Keenan confirmed that would be
recorded against the property as required in the condition.
Kwapick referenced the critical corridors funding request for the sidewalk and asked if the city could
advocate to Ramsey County for that. The City Administrator stated that they could reach out to the
city's Ramsey County Commissioner. He stated that Ramsey County is looking to make ADA
improvements, and this was included as a 2029 project, even though it was originally approved in
2008. He did not believe the city should have to wait another five years for this connectivity. Mayor
Fischer commented that the city held off on some Rice Street projects because the road was going to be
redone and therefore believed that the city should begin moving forward and bringing the County
along. The Community Development Director commented that this would be an impactful project as it
not only benefits this project but also the properties to the north and south as well.
T.
