MINUTES <br />City Council <br />January 6, 1982 <br />F'ahey asked the populations of the other cities the firrn represents. <br />Knutson replied that the populations are as follows: Blaine - 3~,000; <br />Lakeville - 16,000; Rosemount - 5,000; Inver Grove Heighta - 17,000. <br />Hanson asked if the cities were continguous. Mr, Farrell replied that <br />Burnsville and Ro~~mount were and a dafficu~,t situa.ta.on <br />did develop over a lake that was .located in both cities, <br />Mr. Farrell ittformed the Council that it is his £irrds policy to try to <br />stay out of court and would do everything possible in this regard for the <br />City, <br />Mr. F'ahey commented that the firm has worke~ a long time £or the cities <br />it represents, Fahey asked iY the City of Little Canada would be short- <br />changed being the newest city the firm might represent. Fahey commented <br />that the City would want its Attorney available to them readily. <br />Mr. Knutson replied that he is in the office and not a trial attorney. <br />Knutson stated that there has ttever been a situation when he did noi~ <br />return a photte call within 24 hours, <br />Fahey asked ix there would be any difficulty on the part of the £irm <br />having another attorney on tne Council. Mr, Grannis rep7.ied that he <br />was the mayor of a city and had s city attorney and there was never a <br />problem. Mr, Grannis stated that he did not feel there was a reason that <br />the two attorneys would have to disagree in public. The attorneys <br />should be able to sit down and come to an agreement. <br />Mr. Fahey stated that he does not disagree £or the sake of disagreeing. <br />Fahey commented that he would 'like to get the work done ~o that the Council <br />is not rehashing old problems al1 the time, <br />Mr. Knutson informed the Council that if the Council discussed something <br />with another attorney in their office other than the City Attorney, the <br />firm has a very good line of corrmiunication open so that the City Attorney <br />would be in£ormed even o£ the most minor conversation, <br />Mr. Aanson asked Mr, Knutson his experience with planners. Mr, Knutson <br />stated that he has had good experience with planners. Mr, Knutson stated <br />that it is important to coordinate the staf£ and work with the City Engineer <br />as well as the planner. This is preventive medicine for the City with <br />regard to potential problerns. <br />Mr. Fahey asked the firm~s approach to obtaining easements. Mr, Knutson <br />stated that it is his Peeling the City should be fair to everyone. Ae <br />recommends an appraiser be hired and the City Attorney and Engineer shou].d <br />meet to discuss the easements. The Attorney would try to wind up the <br />negotiations quickly, but if this is not possible would go to condemnation <br />proceedings. Mr. Farrell stated that condemnation is expensive, There is <br />usually a problem in obtaining easements in a timely fashion. Mr. F'arrell <br />also stated that in obtaining easements it is never possible to make everyone <br />100% happy, `phe firm would try to do its best not to alienate people. <br />Mr. Fahey explained the timing for appointing the City Attorney and Mr, <br />Knutson atated that his firm would have no problem with this. <br />Council thanked these gentlemen, p~e _4- <br />
