MINUTES <br />City Council <br />January 27~ 1982 <br />Senior Mr, 5weeney stated that i£ the Council intends to defer citizens <br />Citizen with a permanen~ disability, the Council must define permanent <br />lleferred disability. <br />Assessments <br />(Cont.) Mayor Iianson stated that the City~s ordinance on the sewer rate <br />structure defines disability. <br />Mr. 5weeney read the definition under this ordinance andstated th$t <br />uztder this definition there could be problems. <br />Mr. Fahey stated that he would just as soon not address tne disabl~d <br />with the senior citizens. Fahey £elt that the Council shoul.d handle <br />disab2ed persons on an individual basis. <br />Mrs. Scalze questioned how the City could handle this without some <br />sort of guideline. <br />Mr. Fahey suggested that a disability could be determined if the <br />person submits a statement from a doctor or sho~that he or she is <br />receiving Social Security because of the disability. F'ahey also <br />stated that the deferment shoUJ.d cease upon the termination of the <br />disability, Nr. Fahey felt the City should have a separate resolution <br />handling the disability issue. <br />Mr. Sweeney stated that he would put this together. <br />Costa Mr. F'orsberg pointed out that there was an error in the January 13 <br />Matter minutes that stated Mrs. Costa was to be paid $750. The figure should <br />have been $725. <br />Mr. Sweeney reported that Mrs. Costa has signed the easement. Sweeney <br />questioned the number of the ditch that was used. The City Clerk <br />explained that it is Ditch ~7~ but was a part of cleaning out of <br />Ditch ~16. <br />Mr. Sweeney stated that he spoke to Mrs, Costa and did not feel that <br />he could persuade her to sign a release £or the City. He then spoke <br />to Clayton Yarks about this and Mr, Yarks agreed to try to get Mrs, <br />Costa to sign the release. <br />Watershed Mr, Chris Drake of the Watershed District appeared before the Council. <br />District Mr, Drake asked the Council to approve the Watershed District boundary <br />Boundary change~ proposed in their review oi' December 30~ i981. Mr. Drake <br />Changes stated that it made more sense to have the alignment of boundaries <br />where the water flows. <br />Mrs. Nardini stated that the Lake Associ.ation appreciates this <br />boundary change and had always hoped to get the Watershed District~s <br />expertise in some of these areas, <br />Yage -13- <br />
