HUD is now administered through the State and the State has <br />assigned this responsibility to the Metropolitan Counci.l. 1he Met <br />Council has not yet set i.[s guidelines and regulaCions yet. The <br />Clerk also reported that $16,000,000 has been allocated for the <br />Metropolitan area for. senior citizen housing. <br />Mr. Steve natson o£ Juran & Moody stated that the City should contact <br />Briggs & Morgan with regard to the question of usi.ng bonds to purchase <br />the property. Mr. Matson stated that this is a legal question. <br />Mr. Fahey aslced if the area near Minnesota Street was rorted B-3. The <br />Cl.erk replied that iC was. <br />Mrs. Nardini asked if there would be a probl.em wi.th rezoni.ng the <br />property. Nar<lini stated ~hat Che Attorney has already informed <br />the Council that it cannot rezone with stipulations. Mrs. Scalze <br />replied that this would not be a rezoning, it is an amenclmen[ to <br />the II-3 roning district. <br />Mr. Fahey asked if. the senior housing should be allowed in a R-3 <br />district as a condi~ional use or a permitted use. The Planner suggested <br />that the housing be allowed as a conditional use. <br />Mr. Fahey i_ntroduced the following resoluCion and moved its adopCion: <br />RESOLUTION N0. 82-5-278 - CALLING FOR A PUF3L~IC <br />HF.ARING TO AMEND THE %ONI.NG CODE TO PERMIT SF,NIOR CITI7.F.N <br />FIOIJSTNG LN.13-3 AREAS ON A CONDITIONAL USL' BASIS, TtIE <br />PIJBL7:C IIFARING TO BE IIELD ON JUNE 9, 1982 <br />The foregoi.ng resol.ution was duly seconded by Mrs. Scal.ze. <br />Ayes (5) Fahey, Scalze, Hanson, Nardini, Forsberg. <br />Nayes (0). <br />Resolution decl.ared adopted. <br />This resolution appears in Resolution Bool< No. 8, Page 230. <br />The City Planner presented to the Council four plans for the development <br />of the senior housi.ng. These plans a11 include a 40 unit building with <br />approximately 560 squar.e feet allocated per unit and an additional 10% <br />allocated for. open space. Two concerns that Che Planner addressed <br />with the area is the surrouncling commercial zoning and the locati.on <br />of the railroad tracks. The Planner stated th~C he tried to keep <br />the buildi.ng away from the rai.lroad tracks. <br />Mrs. Scalze aslced if Che City should be thinking about the possible <br />future expansion oE the buil.di.ng.
