Johnson Construction does not provide that the contractor complete the job in time for the City t=o assess the project. Non-Agenda Also the contractor does not have any liabili.ty i.f the cost is IY.em No. 7 h:igher because the City was not able to lssess unless this pr.ovisi.on was bui.lt into the contract. The Ci.ty Engi.neer suggested that the City start the whole pr.ocess on an improvement earlier so that the City does noL- run i.nto thi.s again. Mr.. Porsberg pointed out that Che Ci.ty lcept adding chanf;e-orders to the project. P7rs. ~ardini commented that the contracCOr stvrted wor.lc when he had to on Ri.ce Shreet.
