<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Chris Heineman, City Administrator <br /> <br />DATE: November 13, 2024 <br /> <br />RE: Agreement for Ramsey County Law Enforcement Services <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to Approve the Agreement for Contract Law Enforcement and Public Safety Services. <br /> <br />BACKGROUND: <br />The cities of Little Canada, Arden Hills, Shoreview, North Oaks, Vadnais Heights, as well as White Bear <br />Township have contracted with the Ramsey County Sheriff's Office for over thirty years for law <br />enforcement and public safety services. These services include patrol, investigations, crime prevention, <br />traffic enforcement, water patrol, violent crime enforcement, animal control and a variety of community <br />outreach efforts and volunteer programs. <br /> <br />The current agreement with the Ramsey County Sheriff's Office for law enforcement services expires on <br />December 31, 2024 with no additional options for renewal. The city council is being asked to consider <br />a new five-year agreement that would continue these services through December 31, 2029. Both the <br />Ramsey County Sheriff's Office and the contract cities agreed that the existing contract which had been <br />used for several periods was outdated and needed to be updated. <br /> <br />The new agreement incorporates updates to sections on risk management, insurance, liability, reporting, <br />and Ramsey County cost allocation. A summary of the negotiated changes and copies of the new <br />contract as well as the current contract for 2024 are attached to this memo for your review. <br /> <br />The annual budget is determined by working with the Sheriff's Office and other cities to determine an <br />equitable distribution of costs based on priorities and goals that are established through monthly meetings <br />with the Ramsey County Sheriff's Office. The budget is then incorporated into each of the individual <br />contract cities operating budgets. Budget approvals are not included in this contract and will be <br />discussed during the final budget and levy approval process. <br /> <br />RECOMMENDED ACTION: <br />City staff recommends City Council approval of the Agreement for Contract Law Enforcement and <br />Public Safety Services with the Ramsey County Sheriff’s Office for January 1, 2025 through December <br />31, 2029 as presented. <br /> <br />ATTACHMENTS: <br />Contract Communities Agreement - RCSO Summary <br />Contract Communities Agreement - Current (2024 Agreement) <br />Contract Communities Agreement – Proposed (2025-2029 Agreement)
