At the July 10 City Council workshop, staff presented an overview of an analysis of organized <br />collection from communities that provide organized collection for single haulers, as well as <br />articulated some of the benefits of a single hauler. <br />At the September 25 City Council meeting, the City Council approved the issuance of the <br />Request for Proposals, with an upcoming deadline of November 21 at 4:30 PM. <br />With the upcoming deadline, staff is once again recommending the establishment of a City <br />Council subcommittee to review requests for proposals. Recently, Councilmembers Teresa <br />Miller and Amanda Gutierrez served on the Civil Attorney RFP subcommittee. Therefore, <br />city staff recommends that Councilmembers Dave Miller and Chris Kwapick serve as <br />representatives on the organized collection RFP subcommittee. The time commitment for review <br />will be substantial, with most of the review work occurring following the November 21 deadline <br />for submission. <br />Staff is currently working to build a usable proposal evaluation document inclusive of the <br />proposal evaluation criteria outlined within the RFP: <br />Price schedules <br />Disruption of service <br />Experience and capacity <br />Thoroughness and responsiveness in RFP <br />References <br />BUDGET: <br />No budgetary impact at this time. <br />RECOMMENDATION: <br />Staff recommends the City Council establish an Organized Collection City Council <br />Subcommittee and appoint City Council Members Chris Kwapick and Dave Miller to serve on <br />said subcommittee.
