Chapter 916: Signs <br /> <br />Page 916-14 <br />change color, imitate movement in any manner, or otherwise meet the <br />characteristics of a flashing sign. <br />2. The image must have a change sequence accomplished by means of instantaneous <br />re-pixelization. The image may not change in a manner or by a method <br />characterized by motion or which depicts actions, or a special effect to imitate <br />movement (such as fades or bursts). <br />3. The sign image must contain a complete message and not be continued to a <br />subsequent image. <br />4. The sign shall not exceed a maximum brightness of 0.3 footcandles above the <br />ambient light conditions as measured a horizontal distance 250 feet from the sign <br />face. The sign shall include automatic dimmer control. <br />5. Before an existing billboard can be modified to include a dynamic display, all <br />general requirements, including the architectural treatments shall be installed. <br />6. Every Dynamic sign must provide the City with a minimum of five hours (2,250 <br />eight (8) second spots) per month for community and public service messages at <br />equitably scheduled times throughout the day. City shall provide the content. <br />7. Dynamic signs shall be part of the State of Minnesota’s public safety alert system <br />if said system is operable and incorporates dynamic display billboards. <br /> <br />916.100 Fees, Licenses and Permits <br />A. Fees. <br />1. Payment Fees. The license or permit fee and other charges set forth in this Chapter <br />shall be collected by the City before the issuance of any license or permit. <br />2. Double Fees. If a person begins work of any kind for which a license or permit <br />from the City is required, without having secured the necessary license therefore, <br />either previous to or on the date of commencement of such work, he shall, when <br />subsequently securing such license or permit, pay double the fee provided for such <br />license or permit, and may be subject to the penalty provisions of this Chapter. <br />3. Fee Schedule. The City Council shall establish and update a fee schedule by <br />Ordinance. <br />4. Special License Fees. Special license fees shall be assessed for all attention <br />seeking devices as described in Chapter 916. The fee shall be set in the fee <br />schedule. <br />5. Temporary Signs. The license fee for temporary signs shall be set in the fee <br />schedule. An applicant may obtain licenses for the display of temporary signs for <br />a calendar year at one time, if dates of display are specifically identified. <br />6. Holiday Displays. No license or fee shall be required for a holiday display. <br /> <br />916.110 Severability <br />If a court finds any portion of this Section to be invalid for any reason, the remainder of the <br />Chapter shall stand on its own, continuing in effect and force without reliance on the <br />invalid portion.
