STAFF REPORT TO: Mayor Fischer and Members of City Council FROM: Chris Heineman, City Administrator DATE: December 4, 2024 RE: 2025 Agreement Renewal with Northeast Youth & Family Services ACTION TO BE CONSIDERED: Approve the 2025 Partnership Agreement with Northeast Youth & Family Services. BACKGROUND: Northeast Youth & Family Services (NYFS) is a non-profit social service agency whose mission is to meet the developmental needs of at-risk youth and families within their community with emphasis on providing services through collaboration and coordination with existing community resources. The City of Little Canada has partnered with NYFS for many years by providing financial support through a formal agreement and annual contract. The City of Little Canada also has the opportunity to appoint a City Council, staff or community member to serve on the Board of Directors as either a Board Member or Board Advisor. For the past four years, Council Member Teresa Miller has been serving in this capacity as a Board Member. After several years of under three percent increases, the annual contract fees for NYFS were raised starting in 2020 to keep up with an increased demand for services and overall costs. The average percentage increase over the past six years has been 7.37%. Year Increase percentage 2020 6.8% 2021 9.0% 2022 11.5% 2023 8.5% 2024 4.9% 2025 3.5% NYFS Executive Director Angela Lewis-Dmello has submitted the Partnership Agreement for 2025 which includes no significant changes from previous years. The contribution increase for next year is 3.5% ($852.30) for a total contractual amount of $25,203.52. RECOMMENDATION: Staff recommends approval of the 2025 Partnership Agreement with Northeast Youth & Family Services with a contribution amount of $25,203.52.
