ANLAYSIS: <br />In analyzing the survey firms, one of the largest differences is in question development, translation <br />options, and how the survey is conducted. While all vendors provide options for custom questions, <br />Morris Leatherman and ETC have custom questions included in the cost. <br /> <br />Staff is recommending utilizing Morris Leatherman, however, pairing down the survey to 60 questions <br />to gauge quality of life, with some more targeted questions for topics such as the community building. <br />The city also plans to continue using the city’s engagement platform ZenCity, to continue conducting <br />topic-specific surveys throughout 2025 as was done in 2024. <br /> <br />Staff confirmed with Morris Leatherman that the survey would be completed prior to the proposed <br />2025 strategic planning session, slated for late February. Staff recommends including the community- <br />wide survey results as part of the data for the strategic planning process and, therefore, will work to <br />ensure the project deadline is met. <br /> <br />Additional considerations for utilizing Morris Leatherman include: <br />• Historical use of questions <br />• Additional translation options included in cost <br />• Presentation of report included in cost <br /> <br />NEXT STEPS: <br />Staff will begin immediately working with Morris Leatherman to start this process, with information in <br />the upcoming city newsletter. Staff will additionally start working with Morris Leatherman staff to <br />develop custom survey questions internally, utilizing prior questions with council consideration of <br />those questions once developed. <br /> <br />BUDGET: <br />$28,000 has been allocated in the 2024-2033 Capital Improvement Plan. <br /> <br />STRATEGIC INITIATIVE: <br />The Enhancing Identity and Empowering Community strategic direction outlines the completion of a <br />community survey as a strategic direction result. <br /> <br />RECOMMENDATION: <br />Staff is recommending the City Council accept the request for quote from Morris Leatherman for <br />$15,000 and direct staff to begin a city-wide community survey with 60 questions. <br /> <br />ATTACHMENTS: <br />• Attachment A: Morris Leatherman Community Survey RFQ Response <br /> <br /> <br />
