ADMINISTRATION DEPARTMENT WITH ELECTIONS <br /> <br />Department Overview <br />The Administration Department oversees the daily administrative functions of the City. The department also <br />includes the City Clerk office which is responsible for recording and retaining all official proceeding and actions <br />taken by the Mayor and City Council. The financial function is also included in the Administration Department as <br />well as the community engagement and communications function. The financial function is to provide financial <br />information, analysis of financial information, and financial services for internal and external customers in a timely, <br />accurate, professional and fiscally responsible manner, whereas the community engagement and communications <br />function is responsible for the City’s internal and external communication activities with a focus on cultivating <br />positive relationships with residents, business, staff and other stakeholders. <br /> <br />Service Areas <br /> <br /> Administer City Policies  Human Resources  Financial Reporting <br /> Elections  Agenda Management  Payroll <br /> Communications  Record-keeping  Accounts Payable <br /> Community Engagement  Budget and CIP Management  Revenue Collection <br /> Business Licensing  Debt Administration  Treasury Operations <br /> <br />2023/2024 Departmental Accomplishments <br /> Prepared financial analysis of projects identified in the 15-year Pavement Management Plan, Facility <br />Assessment Report, and Pioneer Park Master Plan. Included these projects in the 10-Year CIP. <br /> Implemented a new Capital Improvement Software that will allow City Staff to prepare and manage the <br />10-Year CIP more efficiently. <br /> Implemented an Accounts Payable Workflow. This project aligns with the City Strategic Plan and is <br />intended to improve operational efficiency. <br /> Implementation of a Storm Water Utility fee beginning Quarter 1 of 2024. In order to track The Storm <br />Water activity, Fund 603 was implemented as a standalone enterprise fund beginning with 2024. The <br />City decided to add this fund in order to identify and present separately all of the projects that relate to <br />storm water management and infrastructure for ease of tracking and to closely monitor storm water <br />infrastructure needs. <br /> Added the Community Relations Manager position. This new role aligns with the City Strategic Plan as it <br />relates with enhancing identity and empowering community. <br /> City Hall Remodeling. This project included renovation of the front office that is in line with ADA <br />standards, copier area and employee and public restrooms. This project aligns with the City Strategic <br />Plan and is intended to improve operational efficiency. <br /> Implementation of software (OpenGov) for permits, licensing, rental housing, code enforcement and <br />planning case tracking <br /> Implementation of Electronic Time Entry and PTO request for all City Staff <br /> <br />2025 Departmental Goals <br /> Continue to purge and scan City’s paper files into Laserfiche <br /> Continue to implement procedures to keep only electronic records <br /> Complete annual performance reviews for all City staff <br /> Continue to pursue alternative funding sources such as Metropolitan Council, MPA, MN/DOT, and DNR <br /> Public engagement through completion of a City-wide community survey <br /> Increase community engagements <br /> <br /> <br />28
