CONTRACTUAL SERVICES Overview The City of Little Canada is proactive in exploring contracting opportunities in order to realize efficiency and cost savings. Contracts are to be reviewed at a minimum every five years. The largest contracted service is for police services. These services are contracted with Ramsey County Sheriff’s Department. The City of Little Canada is one of six jurisdictions in the County to participate in this service. Managers/Administrators of each participating jurisdiction meet monthly to review operations, set the budget, and discuss service level in a cooperative manner that helps keep police costs as low as possible while meeting the public safety needs of our communities. In addition, the City contracts attorney, engineering, and animal control services. The City of Little Canada’s total share of the RCSO contract decreased from 17.68% in 2024 to 17.12% in 2025. Despite the minimal allocation decrease for 2025, the City of Little Canada’s portion of the contract cities budget is increasing by a net of 7.07% or $133,059 when considering the net contract (expenditures less revenues). The 7.07% increase follows an all-time high increase of 10.34% in 2024. The RCSO contract increase is expected to have an estimated 3% gross levy impact on the City’s 2025 budget. The Attorney Budget was prepared based on the new rates as part of the new contract. In 2024 the City contracted with a new attorney firm for its civil legal needs. 32
