MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />NOVEMBER 13, 2024 <br />Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the 1,3th day of November, 2024 in the Council Chamber of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 6:00 p.m. and the following members of the City <br />Council were present at roll call: <br />ROLL CALL: In attendance were Mayor Fischer, City Council Members T. Miller, Gutierrez, <br />Kwapick and D. Miller. Absent: None. <br />ALSO PRESENT: City Administrator Chris Heineman, Finance Director Sam Magureanu, Public <br />Works Director Bill Dircks, Parks & Rec Director Steve Anderson, Community Relations Manager <br />Laura Linehan and City Clerk/HR Manager Heidi Heller. <br />REVIEW 2025-2034 CAPITAL IMPROVEMENT PLAN (CIP) <br />The Finance Director explained that there are six capital project funds used for capital projects and <br />one enterprise fund. He stated that tonight the Council will review projects, costs, timelines and <br />funding sources for the 10-year capital improvement plan for 2025-2034. <br />The Public Works Director reviewed the new roof, solar panel and landscaping projects planned for <br />city hall in 2025. He explained that the front-end loader was scheduled to be replaced next year but <br />the staff would prefer to overhaul the existing loader instead and keep it as long as possible. He <br />stated that a new Bobcat Toolcat utility vehicle is budgeted to be replaced along with two pickup <br />trucks with the corresponding equipment. He noted that pickup trucks are typically kept for 10 <br />years and none have been purchased since 2021 due to the chip shortage issues that began in 2020. <br />The Parks & Rec Director reviewed planned park projects for 2025 which includes a mill and <br />overlay of the lower parking lot and 1,300 feet of trail replaced at Spooner Park. He stated that at <br />Pioneer Park both the east and west parking lots will be resurfaced, along with vegetation <br />restoration and stormwater improvements. He noted that park wayfinding and interpretive signage <br />will be added at all of the parks. <br />The Community Relations Manager explained that there were funds budgeted for new city signs in <br />2023 that will be carried over to 2025, along with using grant funds received from Ramsey County. <br />The Public Works Director reviewed the 15-year pavement management plan and stated that there <br />will be a few small street projects next year along with the Ramsey County project to complete the <br />County Road D reconstruction. <br />The Finance Director reviewed the revenue sources and projected fund balances for each of the CIP <br />funds over the next ten years. - <br />The Public Works Director reviewed the pond cleanout projects planned in 2025 and noted that the <br />city partners with the Ramsey Washington Metro Watershed District who does the upfront planning <br />
