i <br />.Tanuary 4, 1984 <br />Pursuant to due call and notice thereof a worlcshop meeting of the Council <br />of. the City of Li.ttle Canada, Minnesota was held on tlie 4th day of <br />January, 1984 in the Council Chambers of the Ci.ty Center located at <br />515 Little Canada Road in said Ci[y. <br />Mayor Fianson chaired the meetin~ and called it to order at 7:35 P.M. <br />and the folLowing were present at roll call: <br />MINUTES OF TI3~ Td0RKS1i0P MF..F.TING <br />CITY COUNCIL <br />LITTLP. Raymond tlanson <br />Mr. Michael Pahey <br />Mr. Dennis Porsberg <br />Mrs. Mugs ~ardini. <br />Mrs. I3everly Scalze <br />ALSO PRESENT: <br />Ci.ty Clerk <br />Recordinp Secretary <br />Mr. Joseph Chlebeck <br />~Irs. Kathl.een Glanzer <br />Appenclix E Mr. tlanson opened the workshop sessi.on on Appendix E. The Mayor reported <br />that last year the City's Fire C.hief contacted the City regarding <br />Appendix T. In the Fa11 of 1983 [he City di.d adopt Appendix E and now <br />the Ci[y is f.aci.ng probLems of developers telling the City that it is <br />too much of a hardship on them. Theref.ore, the City deci.ded to hold <br />this workshop as a learning session, <br />Mayor Hanson pointed ouT. thaC Litt].e Canada was one of the first cities <br />to adopt Appendix E and other cities are still studyi.ng it. <br />Mr. Boss, Little Canada Fire Chief, stated that he wanted it on record <br />that the last thing he would try to do was to hurt anyone financially <br />or otherwise. However, he firmly believes in Appendix E and is advocating <br />it to the city. <br />Mr. Pat Cogland, Pire Chief i.n Rich£ieLd, Member of the State Pire Chiefs' <br />Associati.on and a members o£ the committee that coorlced on Appendix E, <br />appeared before the Council. Mr. Cogland gave the Council a little baclcground <br />on the early 1970's when there was no statewide building code in ef£ect <br />nor a statewi.de fire code. Cop,land pointed out that i.n 1970 when the <br />State building code coas being deveLoped, it was controversial. <br />Mr. Cogland informed the Council tha[ he i.s one of. the auChors of the <br />State's Fire Code. <br />Mr. Cogland reported that the City of. Richfield had the option of. keeping <br />the level o£ fire protection at what it o~as or adding f.ire fig,hterse The <br />City felt i.t made more sense to have a bui.lder install sprinkler systems <br />rather than havi.ng the cost of additional fire f.ighters spread out over <br />the taxpayers in the City. <br />Page -1- <br />
