2 <br /> <br />3. The other types of cannabis users (cultivators, manufacturers, wholesalers, etc.) may be located <br />in the I-1 District. They could not be adjacent to any property with a residence or that is <br />residentially zoned. <br />4. All cannabis uses would need to receive an Interim Use Permit. <br />5. Cannabis uses must be 500 feet from schools, daycares, eligible parks, and residential treatment <br />facilities. <br />6. In the event of competing applications, a scoring system was created to avoid the City’s only <br />retail registration being determined solely on a first-come-first-served basis. The system prefers <br />single-tenant buildings, location in the I-1 District, and those who will only be retailing (as <br />opposed to cultivating and/or manufacturing) out of their location. <br /> <br />Proposed Ordinance Standards <br />Number of Cannabis Retail Locations <br />Based on feedback from the last Work Meeting, the proposed ordinance caps the number of retail <br />registrations at one (1). Nothing precludes the City from allowing more businesses at a later date. <br /> <br /> <br />Zoning Districts Where Cannabis Businesses Will Be Permitted <br />Retail <br />The proposed amendment to Chapter 905 – Commercial Districts and Chapter 906 – Industrial <br />Districts, would allow Cannabis retail as a interim use to occur in the following zoning districts <br />1. C-1 – General Commercial <br />2. C-2 – Corridor Mixed <br />3. I-1 – Limited Industrial <br />The state has three different types of cannabis businesses that can be endorsed for retail. <br />1. Retailer – A business that is selling cannabis products produced by another enterprise. <br />2. Microbusiness – A business that is selling cannabis products that they’ve personally produced <br />in a small facility. The production and manufacturing of cannabis does not have to occur on the <br />same site as the actual sale of the cannabis products (e.g. the growing and processing could <br />occur in Blaine and the retail sale of it could be exclusively in Little Canada). <br />3. Mezzobusiness – Essentially, a larger version of a microbusiness. <br /> <br />The ordinance would not allow the retail sale of cannabis to be co-located with any residences such as <br />in a mixed-use building. <br /> <br />Non-Retail Activities <br />The proposed amendment to Chapter 906 – Industrial Districts, would allow all other types of <br />Cannabis uses (cultivation, manufacturing, wholesaler, etc.) to occur as an interim use in the following <br />zoning districts <br /> <br />1. I-1 – Limited Industrial <br /> <br />The structures in the I-1 District are typically older than those in the I-2. Moreover, properties in the I- <br />1 Zoning District are generally a further distance from residential users than I-2 zoned properties. <br />
