Staff <br />Report <br />TO:Mayor Fischer and Members of City Council <br />FROM:Heidi Heller, City Clerk/HR Manager <br />DATE:December 18, 2024 <br />RE:2025 Cannabinoid/THC Licenses <br />ACTION TO BE CONSIDERED: <br />Approve new Cannabinoid (THC) Product licenses for January 1 – December 31, 2025. <br />Cannabinoid/THC Licenses <br />Gotta Go Gotta Throw – 2900 Rice Street, Suite 440 <br />Little Canada Smoke Shop – 27 Little Canada Road E. <br />CV Liquor – 2760 Rice Street <br />Tierney’s Liquor – 2770 Rice Street <br />Naya bp Gas Station – 300 Little Canada Road E. <br />BACKGROUND: <br />The City Council adopted Ordinance 899 on October 9, 2024, which added new City Code Chapter <br />826 to require licensing of businesses that sell any cannabinoid (THC) products. The code allows up <br />to eight cannabinoid product licenses issued at a time. Staff contacted businesses that potentially <br />were selling cannabinoid products to inform them of the new licensing requirement and have <br />received applications from five businesses. These new licenses will run from January 1, 2025 <br />through December 31, 2025. <br />All but one of the businesses that have applied for a cannabinoid license, already have either a <br />tobacco or liquor license that was issued on July 1. Background checks and fire inspections for the <br />businesses with liquor and tobacco licenses will stay on that license schedule and not be repeated for <br />this license unless staff determined there is a need to do either step again for the cannabinoid license. <br />Staff will have a background check done by the Sheriff’s Department and the Fire Inspector will do a <br />fire inspection at the new applicant’s business, Gotta Go Gotta Throw. They are a new Little Canada <br />business that sells disc golf supplies. <br />RECOMMENDATION: <br />City staff recommends approval of the Cannabinoid Product licenses as requested, subject to <br />receiving all application materials and fees, and a satisfactory background check and fire inspection <br />of the new applicant, Gotta Go Gotta Throw.
