While not formally scored, additional factors for consideration include the start date of <br />service, number of collection days, and specific collection days of the week. <br />The City Council reviewed the analysis and recommendations from the Organized Collection <br />Subcommittee at a City Council workshop on December 4, 2024. Based on the recommendation <br />of the subcommittee, the City Council Workshop directed staff to proceed with contracts with <br />Republic Services for refuse services (refuse, yard waste, and bulky) and Waste Management for <br />recycling services. <br />PROPOSED REFUSE RATES <br />The rates proposed by Republic Services are before taxes and environmental fees. Collection <br />rates, yard waste, and individual bulk items are bid to be adjusted annually at 4.5%. The new <br />contract will also include one bulky item per year and will be scheduled directly with the hauler. <br />Rates for additional bulky items, carts, and trash bags are also included in the contract. When the <br />Organized Collection Subcommittee analyzed the proposals, the disposal rates were not included. <br />After further review, staff recommends paying disposal fees directly to the Ramsey/Washington <br />Energy Center as a pass-through based on actual disposal costs. <br />PROPOSED RECYCLING RATES <br />The rates proposed by Waste Management are flat-rate recycling with no additional cost for an <br />additional recycling cart. Recycling collection rates are bid to be adjusted annually at 5%. <br />INITIAL TERM <br />The term for both contracts shall be for a period of five years, commencing operations on <br />January 1, 2025, and expiring on December 31, 2029. At the conclusion of the initial five-year <br />term, the parties may renew this agreement for an additional two (2) two-year terms, upon the <br />parties’ mutual agreement as to terms for said renewal. <br />RECOMMENDATION ACTION: <br />Staff recommends adoption of the following: <br />•Resolution of Approval for an organized collection contract with Allied Waste Services <br />of North America, LLC dba Republic Services of the Twin Cities for refuse services <br />(trash, bulky, & yard waste) <br />•Resolution of Approval for an organized collection contract with Waste Management of <br />Minnesota INC for recycling services. <br />ATTACHMENTS: <br />•Resolution of Approval for an organized collection contract with Allied Waste Services <br />of North America, LLC dba Republic Services of the Twin Cities for refuse services <br />(trash, bulky, & yard waste) <br />•Contract with Allied Waste Services of North America, LLC dba Republic Services of <br />the Twin Cities for refuse services (trash, bulky, and yard waste) <br />•Resolution of Approval for an organized collection contract with Waste Management of <br />Minnesota INC for recycling services. <br />•Contract with Waste Management of Minnesota INC for recycling services
