MINUTES <br />City Council <br />May 8, 1985 <br />Public Mr. IIlesener suggested Chat the Councilmembers talce a tour of Fairview. <br />District <br />Moratorium <br />(ConC.) <br />Thurtder Mr. rahey asked the plans for putting in Allen Avenue in the Thunder <br />};~y Addi.ti.on Bay Addi.tion. Mr. Frank Prattalone replied thaC this item wi11 be <br /> discussed at the Planning Commissi.on tomorrow night. Fr.attalone <br />Agenda also reporCed that he has gotCen together caith Che property owners <br />ICem No. 25 and he has the necessary property to put Allen in with the exception <br /> of one property, and he has the first right to purchase this proper.ty. <br /> FratCaLone also explained that Messrs. Jespersen and Valento do not <br /> want to build on the south side of Allen. Frattalone stated that he <br /> cannot p,et his cost out of the roa<1 unless Jespersen and Valento se11 <br /> him lots on the end along Allen. PratCalone pointed ouC that without <br /> ALlen Avenue, the area cannot develop. <br /> Mrs. Scalze commented that i.t was too bad that all the roads could not <br /> be put in at the same Lime. Frattalone stated Chat the property owners <br /> do not wanC to have to pay assessments on the property, until they are <br /> ready to se11 it. <br /> Mr. P'ahey commented that the Ci.ty is not going to force this road in. <br /> Prattalone also stated thaC he would put sewer in wi.th the street in <br /> order to service the houses along Allen. <br />Mrs. Scalze pointed ouC that the wallcing easement that the CiCy required <br />of Mr. Cecka is not shown on the plati. <br />Mr. Pr.attalone stated Chat he was trying to determine i.f the City was <br />willing to go along with his putting in the road to the west. Scalze <br />stated that she saw no probl.em with the proposal as long as Mr. PraCtalone <br />has the agreement of the property ocaners. <br />The City Clerk sCaCed that Frattalone wi11 have to obtain easements for <br />the road as nothing has Ueen dedicated for Al1en. The Clerk stated <br />that the Attorney will also have to checlc titLes. <br />Tahey suggested that Prattalone would have to come back wi.th the easements~ <br />a signed developer's agreement for. the road and secoer and then the City <br />would be in a posiCion to give concept approval. Fahey aslced if the <br />street had to be renamect< <br />'Phe Clerk poinCed ouC that Chis has already been done. <br />Tahey also pointed out that the walking easement would have Co be showne <br />Scalze stated that the cul-de-sac was going to exCend into the park, <br />and the blacktop~ing of the cul-de-sac was going Co Ue done Uy the <br />developer.
