MINUTES
City Council
Sept. 4, 1985
1986 Budget The City Clerk reported that he calculated wage increases of 4%.
This is based on the increases that were granted by the County
Wages and State for 1985. The Clerk also stated that in February the
rate of inflation was 4%.
Mr. Glanzer stated that his figures were based on a 10% wage increase.
Glanzer reported that he is requesting a 6.~/o wage increase for
himself and a 15.9% increase for Joe Steele, and a 9•72% increase
for Dan Drake.
Ms. Nardini pointed out the large increase given Joe Steele for 1985,
and stated that she had a problem with another large increase.
Mr. Glanzer pointed out that Steele was hired at a very low wage.
Glanzer also felt that Joe and Dan were doing the same job and that
their pay should be close to equal. Glanzer reported that the mean
salary for this job classification for 1985 was $11.0~ per hour.
Mrs. Scalze asked about comparable worth and how this wi11 effect
the City. Mr. Blesener reported that the City is required to do a
comparable worth study. The Clerk stated that the study is required
by 1987, but felt that by that time the requirements will have changed
and the City will not have to do the study.
Mrs. Scalze asked if most of the cities that Glanzer compares Little
Canada to in the salary surveys are union. Glanzer replied that
they are. Scalze pointed out that non-union shops do not make what
union ones do.
Mr. Blesener reported that he is proposing a salary of $11.00 per
hour for Dan Drake which will put his salary at the top base. Blesener
stated that at this point, the City will be caught up and will not
need to catch up any longer in the salary for this position. Blesener
then suggested a salary of $10.60 per hour for Joe Steele and suggested
that at the end of a three-year period Steele's and Drake's salary
be the same. Blesener suggested a salary of $6.00 per hour for Scott.
Blesener suggested a salary increase of 6.5% for Mr. Glanzer.
Mr. Glanzer pointed out that compared to other cities of similar
size to Little Canada, his salary was the lowest.
Mr. Fahey stated that in reviewing the salary survey, he felt that
for cities under 10,000 in population, Mr. Glanzer's salary was in
the ballpark. Glanzer pointed out that many of the cities under
10,000 in population have Public Works Directors as well as Superinten-
dents. Glanzer stated that he would like a 6.8% increase.
Ms. Nardini stated that she was in favor of the 6.8%.
Fahey stated that he was not in favor of 6.8% unless the City C1erk
got 6.8% as we11. Nardini stated that she was agreeable to that.
Page -9-
