Van tloven stated that ori.gi.nalLy a].l this property did not drain i.nto thi.s area. Scalze asked if the swale ever sol.ved Che problem for the area. P]r< Phi.l.l.ips stated that the ditch never worked. Phillips also stated ttiat the siphon is a bad situation. Fahey suggested that the Engineer get Y.he contractor to correct Che pr.oblem ouCl.ined earlier by fAr. Van Hoven wi.th regar.d Co the standi.ng water.
